Courthouse Commissioner’s Meeting Room Regular Meeting December 7, 2010 Present: Chairman Richmond Felton Vice-Chairman Roosevelt James Commissioner Gordon Sutton Commissioner Scott Dougherty Commissioner Mickey George Edward Sealover, County Manager Roselyn H. Starling, Deputy Manager Belinda M. Johnson, Deputy Clerk Jon Coogle, County Attorney Commission-chairman Felton called the meeting to order. Vice-chairman James gave the opening prayer. Vice-chairman James made the motion to approve the minutes of the November 18th meeting as presented, seconded by Commissioner George carried. Commissioner Dougherty abstained. Fire Chief Marvin Yoder updated the Board on the new fire stations. Mr. Yoder informed the Board that the property located at 224 Mennonite Church Road had been surveyed; and he would like the Board’s approval to have the property surveyed that is located at 100 Sutton Road and 11078 State Route 224. Commissioner Sutton made the motion to approve the contract with Technical Appraisal Services for $47,500 to revaluate all Rural Large and Small Tracts, and to take the monies out of contingency, seconded by Vice-James and carried unanimously. Commissioner Sutton made the motion to adopt the Resolution appointing County Manager Ed Sealover as the County Legislative Coordinator, seconded by Commissioner George and carried unanimously. Commissioner Sutton made the motion to approve the contract with the Office of the Circuit Public Defender for the period January 1-June 30, 2011for $41,007.81, seconded by Commissioner George and carried unanimously. Commissioner George made the motion adopt the Resolution to partner with the Georgia Department of Revenue in an effort to ensure proper payment of sales tax, seconded by Commissioner Sutton and carried unanimously. The Board instructed County Manager Sealover to get with County Attorney Coogle on drawing up a leasing contract with leasing terms/liabilities to bid out 143 acres of land for hunting in the vicinity of Whitewater Creek Park. County Manager Sealover stated USDA had requested the county inform them in writing by Dec. 1st regarding their intent to submit an application for funding for a county water system. County Manager Sealover recommended the Board not pursue the county water system. The Board concurred with this recommendation. Commissioner Sutton made the motion to approve December 24 & 27 as Christmas holidays and to give full-time employees a Christmas bonus ($300 for employees 1-year and over; $150 for employees 6-months to a year; and $75 for employees under 6-months) taking funds from contingency, seconded by Commissioner George and carried unanimously. The Board tabled the Resolution Amending Section X-work hours, overtime and compensatory time of the personnel policies and procedures until the next meeting. There being no further business, Commissioner Dougherty made the motion to adjourn, seconded by Vice-chairman James and carried unanimously.
