Courthouse Commissioner’s Meeting Room Regular Meeting December 16, 2010 Present: Chairman Richmond Felton Vice-Chairman Roosevelt James Commissioner Gordon Sutton Commissioner Scott Dougherty Commissioner Mickey George Edward Sealover, County Manager Roselyn H. Starling, Deputy Manager Belinda M. Johnson, Deputy Clerk Jon Coogle, County Attorney Commission-chairman Felton called the meeting to order. Vice-chairman James gave the opening prayer. Vice-chairman James made the motion to approve the minutes of the December 7th meeting as presented, seconded by Commissioner Sutton and carried unanimously Ms. Alfreda Thomas brought her mobile home moving expenses before the Board. The Board informed Ms. Thomas that they would have David Parrott, Building Inspector, come out to do an inspection on the mobile home to make sure it is compliance with the building codes and for Ms. Thomas to apply for a zoning variance because her mobile home is too close to the property line. If the variance is approved by the Zoning Board then Ms. Thomas will be able to leave her mobile home at its current location. Commissioner Sutton made the motion to re-appoint Johnny Brooks to the Development Authority of Macon County Board of Directors, seconded by Commissioner George and carried unanimously. Commissioner Dougherty made the motion to re-appoint Howard Brown to the Development Authority of Macon County Board of Directors, seconded by Commissioner George and carried unanimously. Commissioner Dougherty made the motion to adopt the Resolution Amending Section X-work hours, overtime and compensatory time of the personnel policies and procedures, seconded by Commissioner Sutton and carried unanimously. Commissioner Dougherty made the motion to adopt an ordinance establishing rules and regulations to govern the operations of all pool rooms, game rooms and billiard halls in the unincorporated areas, seconded by Commissioner Sutton and carried. By a vote of four for (SD,GS,RF, MG) and one against (RJ). County Manager Sealover presented a memo that detailed the states requirements for abandoning a county road (Article 32-7-1 through 7.5 of the O.C.G.A.). Commissioner Dougherty made to motion to abide by the state law on the abandonment, disposal, or leasing of property not needed for public road purposes, seconded by Vice-chairman James and carried unanimously. The Board discussed the resolution authorizing split or multiple installment billing (property tax) payments or changing the final due date for the 2011 property taxes earlier than December 20th. The Board decided to let tax payments and due date remain as it is. The Board tabled the appointment of a DFACS Board member until the next meeting. Commissioner Sutton made the motion to adopt an Identity Theft Prevention Program and to designate County Manager Ed Sealover as the Red Flags Compliance Officer, seconded by Commissioner George and carried unanimously. Chairman Felton presented Vice-chairman James a Resolution honoring his 15-years of service to the people of Macon County. There being no further business, Vice-chairman James made the motion to adjourn, seconded by Commissioner George and carried unanimously. |
